All licensing in CT is purely a political lobby scam by associations, unions and other ne'er do well organizations to intentionally keep newcomers from being able to join the ranks. Their end game? Protect existing members from competition and keep fees/wages inflated for lack of "licensed" workers. There should be proven skill sets before, for instance, an electrician can work on your home, or a plumber on your gas line, but the current approach is definitely designed to play favorites.
